Elements of the government helped initiate the riots after the Italian foreign minister Roberto Calderoli wore a t-shirt offensive to Muslims. The momentum gained by the oppressed population in Benghazi later turned into anti-government riots.

A curfew was put in place and the Army was brought in to suppress the riots. At least 31 people were killed and hundreds more were arrested and tortured for weeks.
